Technical Manager

Reports To: CEO

Main Purpose of Role

Prior to project COD:Under the supervision of the CEO, and with the support of the Owner’s Engineer (“OE”), manage the EPC, House Construction Contract and O&M contracts and all aspects of technical progress across the Project Agreements.

Following project COD:Manage the technical sub-contractors (e.g. GE, Wind Forecaster) as well as SPV technicians to monitor operation and maintenance of wind turbine generators and balance of plant and optimise project performance.

Key Main Responsibilities (this list is not exhaustive)

Prior to COD

  • Manage the EPC contract and House Construction Contract
  • Perform quality assurance and quality control on the civil, electrical and mechanical aspects of the project
  • Assist the CEO and the Finance Manager in developing technical reports required under key project contracts (e.g. EPC, PPA, etc)
  • Manage the OE and EPC interface and track construction progress for presentation to Lenders and Shareholders
  • Attend key commissioning and testing milestones on behalf of the SPV
  • Develop detailed O&M strategy for implementation at COD.
  • Manage procurement of key operational period subcontractors (e.g. wind forecasting services, balance of plant maintenance services, etc)
  • Develop key relationships with engineering and technical staff at Kenya Power
  • With assistance from the OE and Environmental, Social and Governance Manager, monitor compliance with all environmental and other permit requirements
  • Interact with the Lender’s Technical Advisor to ensure an efficient EPC payment process

Post COD

  • Full technical operations responsibility
  • Recruitment and management of key technician staff
  • Management of all technical subcontractors including General Electric and its Full Services Agreement
  • Appointment and management of service providers to assist the SPV
  • Development of detailed operation and maintenance planning tools and reports
  • Primary technical interface with Kenya Power
  • Monitor compliance with all environmental and other permit requirements

Experience, Knowledge & Qualifications

  • Strong project management experience in a multi-contract construction environment
  • Over ten (10) years’ experience in similar construction projects, preferably wind farms
  • Experienced electrical and/or mechanical engineer
  • Previous experience in managing power facilities
  • Previous experience with China Machinery Engineering Corporation (CMEC)
  • Experience in developing operational plans for power facilities
  • Experience in delivering greenfield power project installations on time and on budget
  • Strong project management skills
  • Risk Management & Mitigation
  • Relevant power sector Engineering degree
  • Extensive Power Sector Experience in Kenya

Resource Management / Dimensions

  • Required technicians, GE sub contract and other relevant technical sub contracts

Location

Based at the commercial office – Nairobi Kenya and on site at Kipeto, Kajiado County up to 3 days per week
